Hope this explains it well enough for you to understand how its done with vortex. I will state the obvious as well but if you pick before it will move the mod you want moved before the other mod you selected. Then pick a mod whether it be high or low in your load order depending on where you want said mod to be moved. You are looking for manage rules one click it and you should get a prompt some like this.Mod name - loads before/ after - Mod nameSelect the mod you want to move up or down in your load order.
